Abstract: In this essay the attemp was made to clarlify the policy of teacher training in England. "Teaching Quality" as the white paper of DES is switching some of its attentions from the question of numbers to some of the wider and deeper qualitative issues. In this point of view white paper emphasises all teachers in England to be qualified. This policy has succeeded to "Better School" presented to parliament by the Secretary of state for Education and Science, 1985.
